Entering Public Service

Atty. Migs brought her dedication to public service to the national stage when she became the First Nominee of the PBA (Puwersa ng Bayaning Atleta) Party-List in the 19th Congress (2022–2025). As a legislator, she quickly became known for her work ethic, authenticity, and the rare ability to translate policy into people-focused solutions.

Legislative Impact:
Turning Laws Into Lasting Change

When Atty. Migs stepped into Congress, she knew that lawmaking wasn’t about drafting documents — it was about reshaping lives. Every bill she files, every committee she joins, and every policy she advocates for is built around a single goal: to make the government more responsive, compassionate, and people-centric.
Over the course of the 19th Congress (2022–2025), she has authored and co-authored over 1,100 bills and resolutions, and has been the principal author of more than 40 Republic Acts. Her work cuts across multiple sectors — from education and women’s rights to mental health, sports, and youth empowerment — proving that meaningful change happens when legislation listens to the people.

Championing Sports, Youth, and National Pride

Atty. Migs has been one of the most vocal advocates for the development of Filipino athletes — not just at the national level but starting from the grassroots. She believes that sports is more than competition; it’s a pathway to discipline, empowerment, and unity.

Her most notable legislative achievements in this field include:

House Bill No. 3597 – Department of Sports, Culture, and Arts Act

This landmark measure proposes the creation of a dedicated department that consolidates the Philippine Sports Commission (PSC), Games and Amusement Board (GAB), and National Commission for Culture and the Arts (NCCA). The goal: to provide athletes, coaches, and artists with coordinated support, better funding, and institutionalized programs that develop their potential.

House Bill No. 4088 – Expanded Benefits for Filipino Olympians, National Athletes, and Coaches

This bill strengthens healthcare, retirement, and incentive programs for Filipino athletes — extending recognition and support not only to medalists but also to all who represent the Philippines with pride and sacrifice.

Philippine Sports Training Center Act & Athletic Programs Report Act (Republic Acts)

As principal author, Atty. Migs helped pave the way for the establishment of a state-of-the-art national sports facility and mandated annual reporting on the status of athlete development — creating more transparency and accountability in how the country supports its sports sector.

Protecting Women and Children:
Expanding the VAWC Law

Atty. Migs’ passion for advocacy is perhaps most evident in her tireless fight to strengthen protections for women and children. Recognizing that violence doesn’t always look the same, and that it evolves with technology. She then authored House Bill No. 1365, an amendment to the Violence Against Women and Children (VAWC) Act that expands legal protection to include digital harassment, economic abuse, and online exploitation.

Her advocacy extends beyond legislative halls. She leads awareness campaigns that educate communities about their rights, and she pushes for stronger support systems such as dedicated gender desks in every local government unit. “Empowerment begins with safety,” she often says, “and safety begins with laws that understand the realities women face today.”

At the heart of Atty. Migs’ career is a relentless commitment to real, measurable impact. Her work goes beyond passing bills or delivering speeches, it’s about changing systems and touching lives.

Here’s a snapshot of her wide-reaching programs and the difference they’ve made:

Oplan Kaalam (Scholarships): Thousands of students from low-income families now have access to higher education, thanks to scholarship and educational assistance initiatives under her leadership.
Oplan Kahayag (Children in Conflict with the Law): Provides legal guidance, rehabilitation, and reintegration programs for children navigating the justice system.
Oplan Kalusugan (Health Missions): Delivers essential medical and dental services to marginalized communities across the country.

Each of these programs tells a story of service — not just policy-level change, but tangible, grassroots impact that improves people’s daily lives.
